The planned victory parade in Liverpool on May 29, 2022, intended to celebrate the club’s FA Cup and League Cup wins, was marred by pockets of disorder and some concerning incidents. While the vast majority of the hundreds of thousands of fans who lined the streets behaved impeccably, isolated instances of anti-social behaviour and dangerous actions created a negative undercurrent to what should have been a purely celebratory occasion.
Reports emerged of overcrowding along the parade route, particularly in areas around key landmarks. This led to significant crushing in some locations, causing discomfort and anxiety for many spectators, including families with young children. While no major injuries were reported directly related to the crushing, the potential for serious harm was undeniable and highlighted concerns about crowd management. Some fans complained of a lack of accessible escape routes and inadequate communication from organizers regarding safer viewing points.
More disturbingly, there were credible accounts and video evidence of flares and pyrotechnics being set off along the route. While flares are often used by football fans to create a visual spectacle, they pose a significant safety risk, especially in densely packed crowds. The smoke and heat can cause breathing difficulties, and the potential for burns is always present. Moreover, debris from spent flares can ignite clothing or cause further injury. The use of such pyrotechnics is illegal in public spaces in the UK.
Further contributing to the negative atmosphere were reports of public intoxication and associated anti-social behaviour. While celebratory drinking is common during such events, excessive alcohol consumption led to instances of aggressive behavior, public disturbances, and general disruption to the celebratory atmosphere. The presence of visible police officers likely deterred some incidents, but the sheer scale of the crowd made it difficult to monitor and control all areas effectively.
Following the parade, Merseyside Police and Liverpool City Council initiated reviews to assess the event’s planning and execution. These reviews aimed to identify areas where improvements could be made to ensure the safety and enjoyment of future public gatherings. Key areas of focus included crowd management strategies, communication protocols, and measures to prevent the use of flares and other prohibited items. The incident served as a reminder of the complex challenges involved in managing large-scale public events and the importance of continuous improvement in safety measures. While the majority of fans celebrated responsibly, the negative incidents highlighted the need for vigilance and proactive planning to mitigate risks and ensure the safety and well-being of all attendees at future events.
